Question is why not? Many Android tablet makers offer cellular as default at no extra charge (it’s probably built into the price at a fraction of the cost), with the economy not as strong Apple needs to look at value added instead of continuing the status quo. It may have worked in the but the demand for a wifi only and a cellular model must not be cheap to have two production lines running along with all the other logistics.
I think a majority of users don’t care about cellular because while tel modem might be free in your scenario they don’t need the monthly service fee. Tethering is brainless. And someone considering a $1000+ tablet is unlikely to care about an extra $100

The M2 iPad Pro is still handling iPadOS like a champ. Don’t see a reason to pay almost double for a TOLED screen when the OS is still very limited.

Would be nice to include it as we don’t know how it may encourage customers to do more with a cellular model without making an initial financial decision based out of uncertainty. With the C1 modem and onwards since it’s developed in-house it would be great to see Apple share some generosity. An unintended result would mean less inventory to manage like the late Steve Jobs envisioned.
Somehow I think if apple wanted to do as you suggested, they would have done it.

Not sure how but there was a coupon for the 11” standard glass 2tb WiFi cellular so I ordered it at $610.50 off the full price for $1500 total. Wild deal. There was a $300 coupon for nano texture too but I prefer the glossy. At that 30% discount I can justify both 13 and 11 in my collection.
Not sure why Apple doesn’t make the cellular model a default instead of penny pinching for the extra hardware. Yeah let’s complicate SKUs and carry more stock. What happened to keeping it simple?
